Solana 'to visit Iran with proposals'

nuclear iran-The European Union's head of foreign policy, Javier Solana, is heading for Iran within the next two days with proposals aimed at resolving the wrangling over Iran's nuclear program.

They are said to include incentives for Iran to stop enriching uranium.

Iran's Foreign Minister, Manouchehr Mottaki, says Tehran is willing to examine any proposals, but without preconditions.

He says Mr Solana is to visit Tehran to deliver proposals from Europe, America, Russia and China, aimed at resolving the nuclear issue.

This is a carrot and stick package, including incentives aimed at encouraging Tehran to halt its nuclear program, and a series of punitive measures if it does not.

Mr Mottaki says Tehran will consider the proposal and make its views known after studying them.

He also expressed hope that there could be understanding on all sides, saying if there were good will, it could lead to a breakthrough.
