nuclear iran-- On Tuesday, European Union foreign policy chief Javier Solana formally presented a "carrots and sticks" package to Iran over its nuclear program which had been endorsed by the Britain, China, France, Germany, Russia, and the United States.

Europe and the U.S. are offering Tehran incentives in exchange for it to suspend uranium enrichment.
